Dubai’s official sector overview reports approximately AED 917 billion in cumulative real estate transaction value, alongside 132,500 off-plan sale transactions during 2025. These indicators describe different measures and must not be added together.

Read the measures correctly
- Transaction value is not the same measure as a price index or rental yield.
- Keep sales, mortgages and gifts separate where the dataset distinguishes them.
- Compare the same period, geography, property type and registration basis.
- Check how off-plan registrations and completed-property sales are classified.
- Consider the number of observations before interpreting an average.
Make an annual review useful
Separate market-wide activity from the buildings on your shortlist. Compare completed and off-plan property, unit size, condition, location and holding costs. Explain any changes in reporting coverage before comparing one year with another.
For an owner, the useful questions include achievable rent, occupancy, costs and the likely resale market. For a buyer, focus on comparable evidence and the total cost of the proposed purchase.
